How does discounting work here?
We compute the present value of future annual costs assuming costs grow at the inflation_rate and are discounted to present value using the discount_rate. This follows standard present-value (PV) geometric-series formulas. If inflation equals discount rate, we approximate PV by dividing by (1 + discount_rate).
